Then sim card manager. Deactivate the SIM. Wait about 15 seconds. Reactivate sim. Enjoy faster speeds. Hope that helps. It works temporarily when Tmobile customer service resends a neurotic signal to my phone. But then after a day or so it stops working. I had a new SIM card installed and that didn’t fix the problem either.

I am on an unlimited data plan with less than 1GB of data used, so it should not be related to data throttling in any way. I have tested 2 other phones and they all have the same issue. The signal is shown as normal and calling works normally. It’s just that the internet has speed of 0 mbit/s, nothing loads. My iPhone is 6s Plus.
